No.3821 スーダン:難民キャンプの男性二人が警察に逮捕され、拷問を受け、負傷しました。

<事件の概要>
SOSトーチャー国際事務局はSOSトーチャーネットワークメンバーである「スーダン拷問反対協会(SOAT)」より、2006年3月12日にザガワ人のハシム・アブデラ・タルギヤさん(18歳)とアルサイド・アダム・ハルーンさん(32歳)がダルフール南部地方ニャラ市の北5kmのところにあるオタシ国内避難民(IDP)キャンプ内で警察に逮捕されたという情報を入手しました。この2人の男性は国内避難民で、このオタシ国内避難民キャンプで暮らしています。
情報によると、ハシム・アブデラ・タルギヤさんとアルサイド・アダム・ハルーンさんは2006年3月12日21時頃、キャンプ内の市場で逮捕されました。この2人はオタシ警察署に連行され、3人の警官に拷問されたということです。警官らは靴をはいたまま2人を横から蹴り、顔面を素手で殴打し、ロープで彼らの両手を縛って、ぐるぐる回れと命じました。翌日の3月13日、この2人は起訴なく釈放されました。2人は現在、ダルフール南部のニャラにある「拷問被害者の治療とリハビリのためのアメル医療センター」で治療を受けています。
<要請行動>
スーダン関係当局に以下の内容の要請をお願いいたします。
- ハシム・アブデラ・タルギヤさんとアルサイド・アダム・ハルーンさんの心身の安全を保障すること。
- 責任者すべてを特定し、裁判に付し、法律に基づき刑事あるいは行政処罰を適用できるよう、これら事件の綿密で公正な調査を命じること。
- ハシム・アブデラ・タルギヤさんとアルサイド・アダム・ハルーンさんに適切な補償が届くよう保障すること。
- 国内法と国際人道法・人権基準に従って、国内全土における人権尊重と基本的自由を保障すること。

3. To guarantee that adequate compensation is awarded to Mr. Hashim Abdella Targiya and Mr. Alsayid Adam Haroun;
4. To guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international humanitarian law and human rights standards.

Arbitrary arrest / Torture
The International Secretariat of OMCT requests your URGENT intervention in the following situation in Sudan.
Brief description of the situation
The International Secretariat of OMCT has been informed by the Sudan Organisation Against Torture (SOAT), a member of the OMCT network, that on 12 March 2006, Mr. Hashim Abdella Targiya (18), Zaghawa tribe, and Mr. Alsayid Adam Haroun (32), Zaghawa tribe, were arrested by Police Forces in Otash IDP camp, 5 km North of Nyala, South Dafur State. Both men are IDP’s and live in Otash IDP camp.
According to the information received, Mr. Hashim Abdella Targiya and Mr. Alsayid Adam Haroun were arrested at 21.00h on 12 March 2006 from the local market inside the IDP camp. The two men were taken to Otash police station where they were reportedly tortured by three policemen. The policemen allegedly kicked the two men with boots on their sides, beat them with hands on their faces, tied their hands together with rope and forced the men to turn around in circles. The following day, on 13 March 2006, Mr. Hashim Abdella Targiya and Mr. Alsayid Adam Haroun were released without charge. Both men are currently receiving medical treatment at the Amel Centre for the Treatment and Rehabilitation of Victims of Torture in Nyala, South Dafur.
Requested Action
Please write to the authorities in Sudan urging them to:
i. Guarantee the physical and psychological integrity of Mr. Hashim Abdella Targiya and Mr. Alsayid Adam Haroun;
ii. Order a thorough and impartial investigation into these events, in order to identify all those responsible, bring them to trial and apply the penal and/or administrative sanctions as provided by law;
iii. Guarantee that adequate compensation is awarded to Mr. Hashim Abdella Targiya and Mr. Alsayid Adam Haroun;
iv. Guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international humanitarian law and human rights standards.
