SOSトーチャー国際事務局は、アルジェリアにおける下記の状況に関して皆様の緊急の働きかけをお願いします。
＜事件の概要＞
SOS トーチャー国際事務局はSOSトーチャーネットワークメンバーであるアンテナ・インターナショナルより、2007年7月18日にアルジェリアのブルバ地区でモハメド・ラフムーニさんが恣意的に逮捕され、失踪させられたという情報を入手しました。
情報によると、2007年7月18日朝、通勤のためバスを待っていたモハメド・ラフムーニさんは3人の治安部隊職員に逮捕されました。治安部隊員はサミールというラフムーニさんのニックネームで彼を呼び止めました。そして自分たちの身分証明書を見せて、ついてくるよう命じました。その6日後の7月24日、私服で武装したエージェント4人がラフムーニさんの自宅を捜索しました。情報によると、同じエージェントたちが7月29日に再び家にきて、ラフムーニさんの兄弟のアリさんといとこのファターさんに、エージェントたちが捜索中にベンツとJACトラックの鍵を見つけたと書類に記述するよう依頼しました。しかし、家族はこのような車は持っていませんでした。アリさんとファターさんはこの書類を書きましたが、情報によると警察の要請でこれを書いたということです。
同じ情報筋によると、ラフムーニさんの家族は今も彼の逮捕の理由や行方を知らないということです。ラフムーニさんの母親はフセイン・デイ裁判所の検事に訴えを起こそうとしましたが、検事はブルバ警察に自分で申し立てに行くようにし向けたということです。しかし警察は彼女の申し立てを受理せず、ラフムーニさんはマキ団に入っていると言いました。訴えはアルジェ裁判所に申し立てられました。
国際事務局は、モハメド・ラフムーニさんが恣意的に逮捕され、失踪させられていること、そして拷問を受けるおそれがあることに憂慮を表明します。国際事務局はアルジェリア当局に対し、彼の行方をすぐに突き止めること、そして彼の心身の安全を保障することを要請します。国際事務局はアルジェリアが、拷問や虐待を禁じる「拷問及びその他の残虐な、非人道的な又は品位を傷つける取り扱い又は刑罰を禁止する条約」を締結していることを想起します。また、「何人も恣意的に逮捕されたり、拘禁されたりしない」と規定する「市民的及び政治的権利に関する国際規約(ICCPR)」の第9条（1）に則り、いかなる時も国民の自由を保障するよう、アルジェリア当局に要請します。
＜行動要請＞
アルジェリア関係当局に以下の内容の要請をお願いします。
1．モハメド・ラフムーニさんを探しだすための必要な措置をとること。
2．モハメド・ラフムーニさんの心身の安全を保障し、もし必要ならば適切な医療を提供すること。
3．有効な嫌疑が不在の中、彼を即時釈放すること。もしそのような嫌疑が存在するなら、彼を迅速で公正な裁判に付し、その間、彼の手続き上の権利をすべて保障すること。
4．責任者を特定し、裁判に付し、法に基づき刑事あるいは行政罰を適用できるよう、これら事件について綿密で公正な調査を命じること。
5．国内法および国際人権基準に沿って、国内全土における人権尊重と基本的自由を保障すること。

I am writing you to express my concern over the arbitrary arrest in Bourouba and disappearance of Mr. Mohamed Rahmouni on June 22, 2007. I would like to urge you the followings:
1. To take the necessary measures to locate Mr. Mohamed Rahmouni;
2. To guarantee the physical and psychological integrity of Mr. Mohamed Rahmouni, providing him with adequate medical care if necessary;
3. To order his immediate release in the absence of valid legal charges, and if such charges exist, ensure that he is given a prompt and fair trial, in which his procedural rights are guaranteed at all times;
4. To order a thorough and impartial investigation into these events in order to identify all those responsible, bring them to trial and apply the penal and/or administrative sanctions as provided by law;
5. To ensure the respect of human rights and fundamental freedoms throughout the country in accordance with national laws and international human rights standards.

Arbitrary arrest/ Forced disappearance/ Risk of torture
The International Secretariat of the World Organisation Against Torture (OMCT) requests your URGENT intervention in the following situation in Algeria.
Description of the situation
The International Secretariat of OMCT has been informed by a reliable source and by Antenna International, member of the SOS-Torture network, of the arbitrary arrest and forced disappearance of Mr. Mohamed Rahmouni since 18 July 2007 in Bourouba (Alger).
According to the information received, in the morning of 18 July 2007, Mr. Mohamed Rahmouni, 27 years old, was waiting for the bus to go to work when he was arrested by three agents of the security forces. They interpellated the victim by his nickname, Samir. Then, they presented their official identification papers and ordered Mr. Mohamed Rahmouni to follow them. Six days later, on 24 July 2007, four plainclothes and armed agents proceeded to search the Rahmouni family house. According to the information, the same agents came back on 29 July 2007 to request that Mr. Rahmouni’s brother Ali and cousin Fatah write a statement stipulating that the agents would have found the keys to a Mercedes and a JAC truck during the search, even though the family does not own any of these vehicles. Ali and Fatah wrote the statement, but according to the information have written that it was done at the police’s request.
According to the same information, Mr. Rahmouni’s family still doesn’t have any information on the grounds of his arrest and the place of his detention. Mr. Rahmouni”s mother decided to file a complaint with the District Attorney of the Hussein Dey court, but he has reportedly invited her to address herself to the Bourouba police station, where the officer allegedly refused to process the complaint, saying that Mr. Rahmouni was in the maquis. Another complaint was filed with the Alger Court.
The International Secretariat of OMCT expresses its deep concern over the arbitrary arrest and forced disappearance of Mr. Mohamed Rahmouni and the risks of torture he faces. OMCT urges the Algerian authorities to locate him rapidly while guaranteeing his physical and psychological integrity. OMCT recalls that Algeria is a State party to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, that prohibits torture and ill treatments. Furthermore, OMCT calls on the Algerian authorities to guarantee at all times the liberty of their citizens, in conformity to article 9.1 of the International Covenant on Civil and Political Rights, to which Algeria is a party, which specifies that ≪no one shall be subjected to arbitrary arrest or detention ≫.
Requested Action
Please write to the authorities in Algeria urging them to:
1. Take the necessary measures to locate Mr. Mohamed Rahmouni;
2. Guarantee the physical and psychological integrity of Mr. Mohamed Rahmouni, providing him with adequate medical care if necessary;
3. Order his immediate release in the absence of valid legal charges, and if such charges exist, ensure that he is given a prompt and fair trial, in which his procedural rights are guaranteed at all times;
4. Order a thorough and impartial investigation into these events in order to identify all those responsible, bring them to trial and apply the penal and/or administrative sanctions as provided by law;
5. Ensure the respect of human rights and fundamental freedoms throughout the country in accordance with national laws and international human rights standards.
